Poll Watcher Instructions

Poll watcher forms must be submitted to the Supervisor of Elections at least 14 days before early voting begins and no later than noon on the second Tuesday preceding the election. Forms must have original signatures -- facsimilies or copies will not be accepted.

All forms must be completed in full using one form per polling room and provided in precinct order. The candidate, committee or party chairman must sign each form submitted. If a campaign has designated a person as the poll watcher coordinator, that person's name and telephone number must also be provided.

A copy of the form will be returned to the candidate, committee or party after verification of the applicant's status as a qualified registered voter in Brevard County. The poll watcher must present that copy as authorization to enter the polling place on election day.

No candidate, sheriff, deputy sheriff, policeman or other law enforcement officer may be designated as a poll watcher.

Each candidate, committee and political party may appoint one poll watcher per early voting site or polling place during the hours the polls are open.

Poll watcher appointment forms are available online or can be obtained from the Supervisor of Elections Office. All forms must to returned to the Elections Office either in person at the Titusville office (Brevard County Government Complex North, 400 South Street, Suite 1F) or by mail at Post Office Box 1119, Titusville, FL 32781-1119. All poll watchers shall:

  1. Upon arrival, give the precinct clerk the approved copy of the Poll Watcher Application.
  2. Do not walk around the voting area; you may only watch and observe the conduct of the electors and officials.
  3. Poll watchers may not use the precinct phone and must furnish their own materials and necessities, including chairs.
  4. Precinct registers may be inspected ONLY when electors are not being processed.
  5. A poll watcher must inform the Clerk if they wish to challenge an elector's right to vote. They must then fill out the "Oath of Person Entering Challenge of Voter".
  6. If a poll watcher should see or hear anything that does not comply with the election laws, they should inform the clerk. If that does not satify their complaint, they may call the Elections Office at 321-264-6746.
  7. A poll watcher may not interact with voters. They must pose questions regarding procedures directly to the clerk for resolutions.
  8. No cameras, radios, televisions, cell phones or newspapers are allowed in the polling room or early voting site.
  9. Poll watchers may not wear any items supporting any political party, candidate or issue.
  10. No poll watcher may come closer to the officials' table or the voting booths than is reasonably necessary to perform their functions.
  11. A pollwatcher may not obstruct the orderly conduct of the election.
